        The topic here is what could be called ASSIGNMENT, or APPORTIONMENT, accounting, because the Ministry has decided to determine in advance which discretionary expenses of their operation is to be paid in order of priority. 

        Then when discretionary money comes in, it is ASSIGNED, or APPORTIONED, to be sure that these receipts pay expenses in priority fashion. 

        This type of expense control, in actuality, is a
alternative to most budget processes.
